TBF has two abbreviations...
1) To Be Forwarded
It is an expression, which is commonly used in the Gmail platform. It is written in the subject or in the body of the email to tell the other person that the email is for someone else and needed to be forwarded to him/her. It is done when the recipient is involved in the email but the email is needed to be forwarded further to some other person as well. If it is written in the email TBF, it means that the email required to be forwarded to some other person via the recipient.
To Be Forwarded (TBF) Example
Let us take an example to make it easy to understand.
In an email, if it is written:
PFA signed a copy of the agreement for a sports event from the Director. TBF to DOSA.
This shows that the email contains a document sent by the Director to that person and now it needed to be forwarded to Dean of Student Affairs.
2) To Be Fair / Frank
It is an expression, which is commonly used in the Gmail platform. It is written in the body of the email when the sender wants to convey that he is being frank or fair with his words. If it is written in the email TBF, it means that the person wants to convey some facts or information being frank or fair to the other person.

Let us take an example to make it easy to understand.
In an email, if it is written:
TBF I loved the way you have written this email.
This shows that the recipient is quite happy with the sender's email and wants to say it frankly to him/her.
TBF as a Replacement for To Be Forwarded or To Be Frank / Fair
Now, these days, the demands of acronyms are very high on social media online chatting or messaging, so the users usually use TBF as a replacement for To Be Forwarded or To Be Frank / Fair.
So, in this way, the abbreviation TBF is used mostly on the social media platform.
